Voter Registration
Registration Requirements
Residents of West Virginia must be registered to vote in West Virginia to cast a regular ballot in any Primary, General, Special, or Municipal Election.
Voter Registration Deadline
The deadline to register to vote is 21 days before any election date.
How to Register to Vote
Individuals may apply to register or update voter registration information online (Click Here), by mail, or in person at the County Clerk’s office in the County where you reside.
In-Person Voter Registration
Residents may register to vote at the Berkeley County Voter Registration office, at 400 West Stephen Street, First Floor, Suite 105, Martinsburg, WV 25401. To register, bring one of the following identifications:
- West Virginia Driver’s License or West Virginia Photo ID card that reflects your current date of birth and current Berkeley County physical address. NOTE: A Post Office box will not suffice as proof of residential address.
- No valid form of Photo ID? No problem! Just bring a current utility bill, bank statement, paycheck, or any government document that provides proof of residency in Berkeley County and lists your name and physical address. NOTE: Without a West Virginia Driver’s License or a West Virginia photo ID with you, it will take 10 days for you to receive your voter registration card.

It normally takes about 10 days to mail you a voter registration card after your voter registration application is received.

Vote by Absentee Ballot
Registered voters with a valid reason for not being able to vote in person are eligible to vote an absentee ballot. You may apply for an absentee ballot online or by mail. Do you need a paper application? Call our office at (304) 264-1989.
Early Voting (In-Person)
All voters may vote early, in-person, during the two weeks preceding an election. Hours and locations for early voting will be posted in advance of the next election.
