MARTINSBURG, W.Va. (March 10, 2025) - The Berkeley County Commission announced today that the Inwood Park project will have no significant impact on the environment, negating the need for an Environmental Impact Statement under the National Environmental Policy Act (NEPA) of 1969. The County Commission also announced that it will submit a request for the release of federal funding to proceed with the project to develop vacant land across from Musselman High School in Inwood as a park.
The Berkeley County Commission has committed $1 million to serve as a match to the federal funds, a $1,125,000 U.S. Department of Housing and Urban Development Community Project Funding grant award.
In regard to the environmental impact finding, the County Commission announced that residents may review the Environmental Review Record (ERR), and obtain copies of the ERR, at the office of the Berkeley County Commission at 400 W. Stephen Street, Suite 201, Martinsburg, WV 25401 between 8 AM and 5 PM.
All written comments regarding the Environmental Review Record that are received by March 26 will be considered by the County Commission prior to authorizing submission of a request for release of funds.
The Department of Housing and Urban Development will accept objections to its release of funds and the County Commission's certification for a 15-day period following the anticipated submission date.
