MARTINSBURG, W.Va. (March 15, 2025) – Public workshops for a planned update of the Berkeley County Comprehensive Plan have been scheduled, officials announced.
“The vision and goals in the updated Comprehensive Plan will be based heavily on public input, so we encourage the Berkeley County community to be an active part of this process by participating in the public workshops and online survey,” Berkeley County Commission President Eddie Gochenour said.
The interactive workshops are scheduled to be held from 2 PM to 4 PM on April 9 and 6 PM to 8 PM on May 8 in the Berkeley County Multi-Purpose Room (Suite 208) at the Berkeley County Administration Building at 400 W. Stephen St.
The Berkeley County Commission and Planning Commission are set to hold a joint work session to formally kick off the plan update project this month. The Comprehensive Plan process will be largely informed by direct community input, and include other opportunities for community engagement, including a community survey will be available. The County Commission and Planning Commission will be working together to oversee the drafting process, which is expected to begin in late Summer 2025 upon the conclusion of the community engagement phase.

Background: The Comprehensive Plan is a broad, community-driven, and long-term policy guide that sets a vision and goals for the future of Berkeley County over the next 10 to 15 years. The Comprehensive Plan addresses topics such as land use, development, economic growth, transportation, and natural and cultural resources in Berkeley County. The policies defined in the plan will guide the County’s future direction and priorities for growth, services, and land use regulation. The County has employed the services of Berkley Group, a Virginia-based local government planning and consulting firm, to facilitate this update process. Updating the Comprehensive Plan will be a collaborative effort between the Berkeley County Commission, Planning Commission, residents, business owners, and other stakeholders.
